I strongly agree with the intent of this amendment. I think we should allow Federal agencies the discretion to use their administrative expense money to provide child care for their employees. Between 1975 and 1994, over the last 20 years, the number of women in the labor force with children under the age of 6 increased from 39 percent to 60 percent. And more than half of all the children in this country under 1 year of age and more than 12 million children under the age of 5 are regularly in the care of someone other than their parents. Think about that. Most of the children in this country under 1 year of age do not have their parent at home because their parents need to be in the workforce. A recent study shows that one out of every four Federal employees needs child care daily. Access to quality, affordable child care has become a number one issue for many parents across the country, including Federal employees.
