as my colleagues know, I am proud to represent Washington's National Airport which tonight is closed, completely closed except for terminal A, which has been transformed into an unemployment compensation center for the more than 10,000 people who have lost their jobs at National Airport and the more than 60,000 people in the Washington area whose jobs are dependent on National Airport. The terrorists caused the loss of more than 6,000 lives. They cannot cause the loss of thousands of livelihoods. I am going to vote for this, but I have the confidence we are going to do something for the workers, too, who work day to day and breathe life into the aircraft and the airline industry. But we cannot have employees without employers. We have got to pass this bill. But it is not enough.
