McRea upheld the right of Congress to restrict the use of Federal funds to provide abortions to poor women, but it clearly asserted that State funds used to provide abortions for poor women is a State not a Federal decision. The District of Columbia has its own State Medicaid plan. It used this very language for medically necessary abortions.
