On full consideration of the subject I have thought it would be improper for the Executive to communicate the letter called for unless the House, on a knowledge of these circumstances, should desire it, in which case the document called for shall be communicated, accompanied by a report from the Secretary of State, as above suggested.
Congress do not possess the power under the Constitution to pass such a law.
I transmit herewith to the House a report from the Secretary of State with copies of the correspondence relating to the claims of the citizens of the United States upon the Government of the Netherlands, requested by a resolution of the House of the 18th of January last.
I herewith transmit a report from the Secretary of War, which contains the information required.
