From the view which I have taken of these reports I contemplate results of incalculable advantage to our Union
upon the subject of the capture and detention of American fishermen the past season in the Bay of Fundy
On the perusal of the document called for I find that it communicates a difference of opinion between Mr. Russell and a majority of his colleagues in certain transactions which occurred in the negotiations at Ghent.
According to my judgment it cannot be derived from either of those powers, nor from all of them united, and in consequence it does not exist.
