I lay before Congress copies of a convention concluded between the United States and the Cherokee Indians on the 2d day of March last, as the same has been duly ratified and proclaimed; and I recommend that such provision be made by Congress as the stipulations therein contained may require.

I, James Madison. President of the United States, do issue this my proclamation, exhorting all the good people thereof to unite their hearts and hands in giving effect to the ample means possessed for that purpose.
To remedy as much as possible these evils, I recommend: That an effectual embargo on exports be immediately enacted.
