I lay before the Senate, for their consideration and advice as to a ratification, treaties concluded with the several Indian tribes according to the following statement:
the locations of the land warrants of the said volunteers should 'be subject to such regulations as to priority of choice and manner of location as the President of the United States shall direct'
This source of national independence and wealth I anxiously recommend to the prompt and constant guardianship of Congress.
I lose no time, therefore, in submitting the treaty to the Senate for their advice and approbation.
