it just seems to me that the health, the safety, the environment does not need to be jeopardized with this amendment. We can in fact protect that. We can give our regulatory agencies the ultimate judgment. But when we get into these technical violations, when a company is late filing some paperwork or a new form comes in that maybe they did not get it when they inquired, or their country attorney went and inquired and did not know about, that instead of saying, ``We got you, you owe us, we're going to put you out of business and we're going to make you pay,'' that we can work with these small companies, help them nurture and grow, help employ people, help tax bases in these small communities across the country and suburban areas as well. And it is a question, I think as the gentleman noted, do we trust the businesses to do the right thing, or do we think to come after them as if they are somehow crooks to begin with? The vast majority of small businesses are trying to do the right thing by their employees, by their customers and by the Federal rules and regulations, and I think this is a good sound amendment that gets to the crux of a lot of the opposition of this bill, and I congratulate the gentleman and hope that the House will support it.
