Let me just note this ought to take care of a number of concerns that were raised in the preliminary debate on this when we talked about the crashed ValuJet and so on, but language in this amendment when it talks about threats and harms and so on in section 2(b) really makes sure that those kind of paperwork violations are taken care of.
