I intend to make the motion to table, and I do not want to vote on that motion at the present time because I want to accommodate the leaders on both sides who have been called down to the White House and cannot return until 6:30. I want to protect them. May I say to the distinguished Senator, he really accomplishes nothing by making an objection. We are simply delaying action on this very important bill, and we must complete action on this bill this evening in order to go to conference tomorrow, in order to bring back a conference report tomorrow night or Friday, in order to fully act on those conference reports in both Houses, in order that the bill may go to the President for his signature by Friday.
