However, in this particular instance, I voted against the bill when it passed the Senate. I do not believe that I stated my reasons for objecting to it on that occasion. Mr. President, the Senate passed the school-to-work transition bill on February 8, 1994. Although I believe a program for school-to-work transition is one that is long overdue, I cast my vote against that measure to make a particular point. This Nation cannot afford to fund new programs while at the same time maintaining that existing programs cannot be cut. Over the years, we have gotten into the practice of authorizing one new program after another without regard to cost.
