“This bipartisan amendment is the Preventing a Patronage System Act, H.R. 302, which was reported from the House Committee on Oversight and Reform, and which also passed the House as Title 12 of the Protecting Our Democracy Act. The Preventing a Patronage System Act is prompted by attempts to eliminate expertise and acumen from our civilian civil service.
