“I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 5, strike lines 4 through 7 and insert the following: (3) Congressional action.--With respect to any submission by the President under this subsection-- (A) Congress shall give expeditious consideration to the submission by taking appropriate action not later than the end of a 7-day period beginning on the date on which the submission is received; and (B) in the case that Congress fails to act upon the submission during such period, section 102(a) shall not apply.
