I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 5, strike lines 4 through 7 and insert the following: (3) Congressional action.--With respect to any submission by the President under this subsection-- (A) Congress shall give expeditious consideration to the submission by taking appropriate action not later than the end of a 7-day period beginning on the date on which the submission is received; and (B) in the case that Congress fails to act upon the submission during such period, section 102(a) shall not apply. The Acting CHAIR. Pursuant to House Resolution 738, the gentleman from Virginia (Mr. Connolly) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Virginia.
