In their own explanatory material for the Every Student Succeeds Act, Republicans say the new reforms are intended to restore local control by returning responsibility for accountability and school improvement to State and local leaders. Why doesn't that apply here? Another ideological carve-out, Mr. Speaker. Congress has no business imposing its will on the schools and families of the District of Columbia in this fashion.
