LIMITATION ON TRANSFER OF OFFICE OF PERSONNEL MANAGEMENT. The President or his designee may not take any action to transfer, transition, merge, or consolidate any functions, responsibilities, programs, authorities, information technology systems, staff, resources, or records of the Office of Personnel to or with the General Services Administration, the Office of Management and Budget, or the Executive Office of the President. The Acting CHAIR. Pursuant to House Resolution 476, the gentleman from Virginia (Mr. Connolly) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Virginia.
