Obviously, if we don't address that inadequacy, all it does is shift the cost of cleanup when an oil spill occurs, such as did at Deepwater Horizon, onto the public, is that not correct?

I can only say. I guess it takes one to know one. A convicted felon convicted of 34 felony counts, ought to be able to recognize a criminal enterprise when he sees one. AID is not one.
