(b) Determination of Growth of GDP.--For purposes of subsection (a), the Director of the Office of Management and Budget shall-- (1) calculate the average annual rate of growth of the real gross domestic product for the first 4 calendar quarters occurring after the date of the enactment of this Act; and (2) submit to Congress a report containing such calculation and such other information as the Director considers appropriate, not later than 30 days after the end of the 4th calendar quarter occurring after such date of enactment.
