The text of the amendment is as follows: Page 3, lines 16 and 17, strike ``(except the Committee on Appropriations of each House)''. Page 3, line 18, before the comma, insert ``or as a standalone analysis in the case of the Committee on Appropriations of each House''. Page 5, lines 13 through 15, strike ``.25 percent of the current projected gross domestic product of the United States for any such fiscal year;'' and insert ``$1,000,000,000 for any such fiscal year;''. The CHAIR. Pursuant to House Resolution 539, the gentleman from Virginia (Mr. Connolly) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Virginia.
