I thank my friend for yielding. I am struck by a humorous observation when he talks about what happened in the other body to a lot of legislation. I believe it may have been Sam Rayburn who said, as a Democratic Speaker, the Republicans are in the opposition but the Senate is the enemy. Mr. Chairman, I, of course, meant no disrespect. I was simply quoting a former Speaker of this body.
