Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 3, line 12, insert ``(A)'' before ``In applying''. 4 Page 3, line 14, insert after ``one or more such rules'' the following: ``(other than an excepted rule)''. Page 3, line 16, insert after ``President's term.'' the following: (B) For purposes of this paragraph, the term ``excepted rule'' means a rule that the Director of the Office of Management and Budget determines would have benefits that exceed its cost. The Acting CHAIR. Pursuant to House Resolution 921, the gentleman from Virginia (Mr. Connolly) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Virginia.
