I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 4, beginning at line 19, strike ``if the President, through the Secretary of Defense, determines that drilling activity on that tract would create an unreasonable conflict'' and insert ``until the President, in consultation with the Secretary of Defense, certifies that drilling activity on that tract would not create a conflict''. The Acting CHAIR. Pursuant to House Resolution 245, the gentleman from Virginia (Mr. Connolly) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Virginia.
