I can only say. I guess it takes one to know one. A convicted felon convicted of 34 felony counts, ought to be able to recognize a criminal enterprise when he sees one. AID is not one.
Could those budget counts conceivably have an impact on your ability to do the enumeration you are required to do by the Constitution?
If you want to change that, you got to change the Constitution. You have got to amend the Constitution.
