I think the court in the gray wolf case concluded that, among other things, the State's designation of 90 percent of the State's territory as predator area for the wolf and its designation of only about 10 percent of the wolf habitat as trophy game area, in which the taking of wolves would be regulated and restricted by the State, was inadequate.
