Would it be fair to say that when you look at the fact that we are at 25 percent spending, which is too high, higher than it was last time we balanced the budget, but revenue is too low, relative to that record, that we have to address both sides if we really seriously want to put ourselves on a sustainable path toward balance in the Federal budget?
