Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used to authorize, permit, or conduct geological or geophysical activities (as those terms are used in the final programmatic environmental impact statement of the Bureau of Ocean Energy Management entitled ``Atlantic OCS Proposed Geological and Geophysical Activities, Mid-Atlantic and South Atlantic Planning Areas'' and completed February 2014) in support of oil, gas, or methane hydrate exploration and development in any area located in the North Atlantic, Mid- Atlantic, South Atlantic, or Straits of Florida Outer Continental Shelf Planning Area. The Acting CHAIR. Pursuant to House Resolution 820, the gentleman from Virginia (Mr. Beyer) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Virginia.
