I have a quick response to my dear friend from Arizona. While we acknowledge that many of the States actually had increased revenues last year, virtually no locality did. I represent Northern Virginia, a fairly wealthy part, yet every one of our local governments is getting creamed. We had 1.3 million job losses in State and local government in 2020. That is not nothing. Mr. Speaker, I yield 2 minutes to the gentleman from Wisconsin (Mr. Pocan), the immediate past chair of the Congressional Progressive Caucus and the most distinguished magician in the U.S. House.
