Is the 10,000 records threshold not de facto sufficient for the 7-day reporting?

I don't want to harp on this too much, but you'll forgive us if there's a certain amount of skepticism of seven different people downloading...

Once again, I have a hard time understanding how you could inadvertently download 10,000 customer records or bank records.
