“I rise as a cosponsor of the pending amendment, which simply expresses the sense of the Senate that adjustments be made to the eligibility criteria for certain Federal benefit programs. It would extend the retirement age for Social Security but affect not a single American who retires in the next 16 years. The pending amendment would also allow individuals to designate a percentage of their payroll taxes to a personal investment plan, if there is no impact on the solvency of the Social Security system.”
