I remind the distinguished Senator from Alaska that I could not agree with him more. I think it is wrong. I agree with the Senator from Arizona, with whom I discussed the problem earlier, that we ought to establish clear criteria, and those criteria ought to be made known to those who would be affected by them, as well as all the rest of the Members of this body.
