having just been handed the letter and gone through it very quickly, I would just point out that the last sentence on the first page says, ``The department has a number of recommendations (described below) to clarify the bill and to make it even more effective.'' They suggest, just briefly going through it, A, B, C, D, E, F, G, H, I, 1, 2, 3, 4, 5, J, K, improvements needed for the bill. I do not know if this is a copy or original or what, but I hope everybody reads the letter that was entered previously in the Record so they will know that we are taking this action before we have had any time to consider the recommendations of the FBI which will have the responsibility of enforcing the bill, if it ever becomes law at the end of this session. Mr. Speaker, I reserve the balance of my time.
