Legislation is about choices. I mean, if you want a Head Start program, you've got to pay for it. If you want clean water grants, you've got to pay for them. We need to be making these choices, not in the context of threats about blowing up the economy, but by making the rational choices about what kind of vision and what kind of future we think we want. Some of us think that education is important. You have to pay taxes to get a good education. Some people think that clean water grants are important. Some people think that scientific research, food inspectors, FBI agents, air traffic controllers are important. There are a lot of things we like in government, and you've got to pay for them.
