They borrow the Social Security surplus and the Medicare surplus. And depending on which projections are used, they are spending substantially more money than that every year, creating huge deficits and a $9 trillion turnaround, paying off the entire national deficit, to massive deficits and new debt and new interest on the national debt for years to come.
