All of the provisions of this budget can be set aside when a declared war is in effect or when the United States is engaged in a military conflict which causes an imminent and serious military threat to national security. That provision ought to scare every two-bit dictator around the world because if we're having trouble getting the three-fifths, all we've got to do is drop a bomb on them, and we can pass a budget with a simple majority. But we ought to be focused on the provisions of the bill. How would the three-fifths vote, when we can't even achieve a simple majority, help balance the budget? It should be obvious that rather than just talking about how nice it would be to balance the budget, how do these provisions actually make that easier? I think the fact of the matter is if we adopt this resolution, it will be harder, if not impossible, to ever balance the budget, and that's why this resolution ought to be defeated.
