I would like to engage the chairman in a colloquy. Mr. Chairman, am I correct that this legislation is meant to preserve the Registrar of Copyrights' findings on bulk resale of new phones in both the 2010 and 2012 rulemakings and is not intended to apply to used phones?

Codifying this new system without assessing its effectiveness just doesn’t make any sense.
Treasury has no expertise serving students or institutions of higher education or monitoring servicers for accuracy.
