To add insult to injury, part of the scheme is to allow insurance companies to charge senior citizens even more. Right now they are limited to three times what they charge everybody else. Their bill allows up to five times. That is a two-thirds increase in the cost. So if the tax credit wasn't enough to begin with, it is going to get worse.
