I thank the gentleman for yielding. Madam Chair, copyright law is a complicated field, and any guidance we can give teachers and parents in how to avoid copyright infringement and refrain from unintentional or intentional piracy would be worthwhile. I support the gentleman's amendment.

The repeal represents the federal government walking away from that responsibility, which jeopardizes the hard-fought progress we have made.
The administration had been illegally creating these interagency agreements, which are extremely inefficient and wasteful, and also result in inconsistent enforcement of federal education policy.
