Mr. Speaker, the clinics will shut down. Insurance companies will stop writing insurance if people can wait until they get sick before they buy insurance. The insurance companies reacted to that system in Washington State by selling nobody any insurance. So we know what is going to happen. The CBO, when they score this, will point that out, and we will know exactly what the problems are.
