Mr. Chairman, I yield 1 minute to myself to say to the gentleman from California that we may have 60 straight months of increased job creation, but the average American worker is making 5 percent less than they were before those 60 months began. The reason is that we are overregulating our economy. If we are really going to create jobs, we have got to have the infrastructure to do it. We have got to have the projects like were just described by Congressman Poe of Texas. Just 8 more feet of depth would bring a lot more jobs to east Texas and to Louisiana by being able to bring that product further up inland. These kind of projects require careful environmental assessment, but it doesn't require assessment that takes 20 years to take place. It should take place in a much more limited period of time. This bill helps to encourage focusing the mind on what needs to get done. That includes taking careful consideration of the environment, but it doesn't include delay, delay, delay. Mr. Chairman, I yield 2 minutes to the gentleman from Nevada (Mr. Hardy), a member of the Committee on Transportation and Infrastructure and the Committee on Natural Resources, both of which understand the importance of these projects.
