Mr. Chairman, I yield myself the balance of my time to say, again, that direct victims, like the one that the gentlewoman has cited, in a terrible case are not in any way affected by this legislation because they can be compensated. It is the reappropriating of funds, if you will, to people who are not in any way harmed by the underlying lawsuit that is our complaint because those dollars should be coming to the U.S. Treasury to be appropriated by the people's elected Representatives here in the House of Representatives. For that reason, I oppose this legislation, and I urge my colleagues to join me in opposing this amendment. I yield back the balance of my time. The Acting CHAIR.
