I rise in support H.R. 3867, the Small Business Contracting Program Improvements Act of 2007. I would like to give special recognition to our distinguished chairman of the Small Business Committee, Chairwoman Velazquez, for her tireless work over the years on behalf of America's small business owners, many of whom reside in my district of El Paso, Texas. I would also like to commend Congressman Bruce Braley who, in just his first year in Congress and as chairman of the Small Business Contracting Subcommittee, has proven to be an outstanding fighter for small businesses. H.R. 3867 expands opportunities for small businesses owned by veterans. And veterans, and in particular disabled veterans who own businesses, are going to be watching very closely how Members vote on this bill here today. It also expands opportunities for women who will also look at how people support their efforts in the small business community. Minorities are watching very closely who votes for this legislation, and all others who constitute the most critical force for economic growth in our country. While I support this bill as a whole, I today want to speak specifically about the provisions of this bill that modernize and update the 8(a) program at the Small Business Administration.
