First of all, it's important to keep in mind that what we're trying to do with this legislation is to carefully balance providing the tools to the intelligence professionals that are charged with keeping us safe in this country, and this legislation does that, regardless of what comments the other side has made. Second, and most important, we have to balance it with protecting the civil rights of our citizens. As we talk about protecting this country, we have to keep in mind that this country was founded on the principle of the rule of law. The rule of law protects its citizens. Under the Protect America Act, as we have seen over the course of the last few weeks, many, many concerns have been raised about the authorities that have been given to the government, authorities that would render our citizens not being able to protect and be secure in our homes and in our possessions. This legislation corrects those deficiencies. This legislation is a careful balance in keeping our country safe, as well as securing the rights of Americans in their homes.
