Mr. Speaker, I think we've also proven in this bill that we are moving in the right direction to try to control the excesses that continuously take place here and still maintain the core responsibilities that have to be there, and we have done it in a rule that is adamantly fair. It is an open rule that will allow anyone to bring anything down here to the floor until we do a UC agreement that stops it. It is a good rule, and I urge adoption of that particular rule. In closing, I will once again reiterate the fairness of this open rule. I urge its adoption, and I urge the adoption of the underlying legislation.
