There comes a point in time when we are always asking the Senate to do something, and when they finally get around to doing something, they decide to mess it up by making it questionable by trying to expand it. This is a similar case in which we gave them a simple and good bill. They have sent us back something that is questionable and expanded, and we are going to give it back to them so that they just do it right the second time around. With that, I would like to yield such time as he may consume to the sponsor of the original bill, the gentleman from Alaska (Mr. Young).
