I thank the gentleman from Texas (Mr. Carter) for introducing this issue and yielding the time. Madam Speaker and the gentleman from Texas, I think there are three terms I want to kind of emphasize over and over because it is the crux of the concern we have on our southern border: once again, it is illegal drugs. The bulk of the illegal drugs coming into this country are coming over on Federal lands in our southern border; The second one is human trafficking. And all the violence, especially the violence against women that is assumed with that concept of human trafficking coming across our border; And the fact that we have gaping holes in our border security, which is almost an open invitation for potential terrorists to come into this country. Now, the same issue, I need to be very clear, of our southern border is a concern in our northern border. But for the purposes of discussion today, I want to talk about the southern border and those three concepts: illegal drugs, human trafficking, and potential terrorists coming into this country. Because the bottom line is, Madam Speaker, Border Patrol is working. They're doing a great job. They are successful in urban areas, which means that most of the illegal traffic, the drug cartels, the human traffickers, potential terrorists, are now coming in rural areas along our southern borders because simply it is much easier.
