Mr. Speaker, as previous speakers have said, we do not have a revenue problem, and we don't have just a spending problem. We have a doing problem. The Federal Government for several decades has expanded beyond our core constitutional responsibilities and, in so doing, we have created the financial crisis in which we find ourselves today. A balanced budget amendment would be a great addition to the Constitution, in conjunction with and for the 10th amendment. For, indeed, what we refer to as federalism is a solution to our problems and the salvation to this country. And this bill before us today is an excellent first step on our way to that ultimate salvation.
