There is an old line from the play ``1776,'' when Stephen Hopkins says: Mr. Chair, I have never seen, heard, or smelled an issue so dangerous it couldn't be talked about. Hell, yes. I am for debating anything. This is one of those situations in which you have never seen, heard, or smelled anything that shouldn't be studied. The information could be vital, and it could be helpful. For that, I endorse and support this amendment.
