I am pleased to be down here for this procedural issue that is before us. The question before the House is: Should the House now consider House Resolution 614? While the resolution waives all point of order against consideration of the bill, the committee is not aware of any points of order. The waiver is prophylactic in nature. The Congressional Budget Office has stated that H.R. 4089 contains no intergovernmental or private sector mandates as defined in the Unfunded Mandate Reform Act and would impose no costs on State, local, or tribal governments. Again, Mr. Speaker, this waiver is prophylactic, and the motion from the gentlelady from Wisconsin is dilatory. In order for the House to continue our scheduled business for today, we need to continue on with this proposal and dealing with the rule that is before us. I reserve the balance of my time.
