It is the responsibility of Congress to tell the bureaucracy what they can and cannot do. We establish laws, not their rules and regulations, and we should tell them they have to respect the rights of individuals, and treat them as real people, and not take away their personal property rights, and that is exactly what the Tipton bill does.
