“One of the things I would still like to try and reemphasize as we are talking about this particular bill is this bill deals with the reauthorization of the appropriations concept. This is not about cleaning up the environment. Several of the speakers who have spoken today talked about the necessity of environmental protection. This is not the EPA's program. This is a wholly separate issue and a separate concept. One of the things that we should keep in mind is the purpose and the concept of an authorizing committee, is an authorizing committee should be reviewing what we are trying to do at periodic bases. That is our purpose. One of the things in this particular bill that is a problem, is problematic to the future, is that it rejects the ability of Congress to take periodic reviews of this particular program.”
