This resolution provides for a structured rule for the consideration of H.R. 4315, the Endangered Species Transparency and Reasonableness Act, and makes in order four separate amendments for floor consideration. In fact, this rule is generous in making all filed amendments which were germane and otherwise met the rules of the House in order. Only four were filed, and they are all made in order, so it is hard to see how anyone could vote against this resolution as not being fair. The resolution also provides for 1 hour of general debate on the bill equally divided and controlled by the chairman and ranking minority member from the House Committee on Natural Resources.
